In a significant political development, Davi Alcolumbre has been re-elected as the president of Brazil’s Senate, securing 73 out of 81 votes. Alcolumbre, who previously held this position from 2019 to 2021, is known for his advocacy of gambling legalization in the country. His return to this influential role is seen by many as a positive step toward advancing legislation that would legalize various forms of land-based gambling in Brazil.
During his tenure as president of the Justice and Citizenship Committee (CCJ), Alcolumbre played a pivotal role in promoting Bill PL 2,234/2022. This proposed legislation aims to legalize casinos, bingo halls, the traditional game ‘jogo de bicho,’ and betting on horse racing. In June 2024, the bill narrowly passed the committee with a 14-12 vote but has since faced delays in the broader Senate. Alcolumbre’s reinstatement as Senate president could prioritize this bill in upcoming legislative sessions.
Tourism Minister’s Optimism for Casino Approval
Brazil’s Minister of Tourism, Celso Sabino, has expressed optimism regarding the potential approval of land-based casinos. He anticipates that the Senate will pass the necessary legislation within the first half of 2025. Sabino believes that legalizing casinos could significantly boost tourism, attracting international visitors and stimulating economic growth in various regions of the country. 
The tourism sector in Brazil has long been underutilized, and proponents argue that integrated casino resorts could serve as major attractions. By offering entertainment options comparable to those in other global destinations, Brazil hopes to enhance its appeal to tourists. The anticipated increase in tourism revenue could also lead to job creation and infrastructure development, providing widespread economic benefits.
Challenges from Gambling Opponents
Despite these advancements, opposition to gambling legalization remains. Senator Eduardo Girão, a vocal critic of gambling, was among the candidates for the Senate presidency but garnered only four votes. In his pre-vote address, Girão criticized Alcolumbre’s pro-gambling stance, warning of potential social harms associated with expanded gambling activities.
Girão has consistently argued that legalizing gambling could lead to increased addiction and social issues. He cautions that the introduction of casinos and bingo halls might exacerbate existing problems and primarily benefit wealthy investors rather than the general populace. These concerns highlight the ongoing debate within Brazil regarding the balance between economic development and social responsibility in the context of gambling legislation.
As the legislative process unfolds, stakeholders from various sectors will closely monitor the actions of the Senate under Alcolumbre’s leadership.
