Lithuania Introduces New Gambling Rules: Minimum Age Raised to 21, Stricter Responsible Gambling Measures

From 1 November 2025, Lithuania will implement major reforms to its gambling legislation, introducing a uniform minimum gambling age of 21 across all channels, including retail and online platforms.

Previously, players could access slot halls, bingo venues, betting shops, and totalisator points from 18 years old, while casinos required players to be at least 21. Under the new rules, all forms of gambling will now be restricted to adults aged 21 and over.

Responsible Gambling Monitoring
Operators are required to deploy responsible gambling monitoring systems to track player activity, assess risk levels, and intervene if problem gambling behaviours are detected. Players identified as high risk must have their gambling activity suspended for 48 hours, with access blocked across both physical and online channels. Operators are also obliged to inform players about available support resources and self-exclusion options.

For online platforms, players must set daily, weekly, and monthly deposit limits, along with time limits per session. Once limits are reached, gambling will automatically stop. Any requests to increase limits will be subject to a mandatory cooling-off period, preventing impulsive or high-risk behaviour.

Stricter Penalties for Operators
The updated legislation significantly increases fines for non-compliance. Whereas previous penalties topped out at €25,000 (or €50,000 for repeat offences), fines under the new framework will be percentage-based, calculated on annual gross revenue. Depending on the violation, fines will range from 2–5% of revenue, with repeat violations reaching 6–10%.

Virginijus Daukšys, Director of the Gambling Supervision Service, explained:

“The previous penalty structure did not act as an effective deterrent, particularly for larger operators. The new approach ensures fairness, strengthens accountability, and reinforces consumer protection, helping to reduce gambling-related harm.”

The reforms signal Lithuania’s commitment to enhancing player safety and enforcing responsible gambling practices, aligning with broader trends across Europe to tighten regulations and improve consumer protection in the iGaming sector.
